USDC is governed by the Centre consortium, which provides a regulatory and operational framework, and oversees the USDC stablecoin. USDC is also audited by an independent accounting and advisory firm called Grant Thornton.
All USDC issuers are required to report their USD holdings, which are in turn published by accountancy firm Grant Thornton LLP on a monthly basis. These monthly reports are available online to anyone who wishes to view them.
